“Mo Cycle” How public money plundered in the name of development

“Mo Cycle” project was introduced in Bhubaneswar with much fanfare without developing a proper eco system to give tourists a safe riding corridor in the city. It is a mystery who proposed the idea,who was the consultant,who prepared the physibility report ,who made the blue print and who approved the go-ahead proposal.Nevertheless it smells a great deal of vested interest of few powerful bauaurocrats behind many stupid schemes running in Odisha.
