HCL Tech to Set Up Global Delivery Center in Odisha: State Government Signs MoU with HCL and Servam AI

A new revolution has begun in the industry and technology sector of Odisha. Chief Minister Mohan Majhi said this while signing two landmark Memorandum of Understanding (MoU) with the world-renowned ‘HCLTech’ and the country’s indigenous AI company ‘Sarvam AI’ at the Lok Seva Bhavan Convention Center today. This step will further strengthen the technology-based economic growth in Odisha and create direct employment opportunities for thousands of highly educated and skilled youth of the state.

As per this historic collaboration, HCLTech is going to set up its own ‘Development Center’ in Odisha. Which will give a new identity to the IT ecosystem of the state in the global arena. The name of this organization is HCLTech Global Delivery Center. Along with this, an ‘AI-optimized Data Center’ will also be set up in Odisha in collaboration with HCLTech and ‘Sarvam AI’. Similarly, the state government will set up a sovereign or completely indigenous AI Park in Odisha. This Data Center will be established through the said AI Park.

An investment of about Rs 730 crore is being made for HCL Development Center. Which will greatly strengthen the digital ecosystem of the state. Through this global delivery center, more than 6,000 highly educated and skilled youth of Odisha will get direct employment opportunities.

It is worth noting that about Rs 15,000 crore will be invested in these two projects in the next 5 years. Chief Minister Mohan Charan Majhi said that due to Prime Minister Narendra Modi’s ‘Digital India’ vision, today India has become tech-ready and Odisha is taking the lead in this innovation.

The Chief Minister said that earlier we were dependent on foreign AI, but today our indigenous AI ‘Sarvam’ has become equivalent to any technology in the world. In the coming days, it will be widely used in the fields of agriculture, health, education and defense. In the last two years, the state government has not limited itself to the mineral-centric industry but has also been promoting new sectors like semiconductor, AI, textile, pharma and IT.

It is worth noting that Sarvham AI has been successful in developing AI Platform and AI Application in all major Indian languages ​​including Odia. With the establishment of this AI Park and Data Centre in Odisha, artificial intelligence services will be available in various Indian languages ​​including Odia from Odisha itself.

Giving information about the industrialization of the state, the Chief Minister said that in the last two years, investment proposals worth more than Rs 20 lakh crore have been received, projects worth more than Rs 10 lakh crore have been sanctioned and projects worth more than Rs 3 lakh crore have been implemented in the sector. Currently, Odisha has been ranked among the top 5 states in the country in the new ‘Investment Friendliness Index-2026’ of NITI Aayog and our goal is to reach the Top 3 very soon.

The new industrial policy, single window clearance and land bank system have reduced the time from signing of agreement to commencement of the project to less than 100 days. Assuring full government support to HCLTech, Sarvam AI and all investors, the Chief Minister said that Odisha is fully prepared for big investments and “Yahi Shaam Hai, Sahi Shaam Hai” to invest in the state.

On this occasion, State Electronics and Information Technology Minister Mukesh Mahaling termed it a very proud moment for Odisha. He said that this is going to touch a new peak in the progress of the electronics and IT sector of the state. He thanked HCL Technologies for reposing faith in Odisha. He also mentioned that according to the recent report of NITI Aayog, Odisha is ranked third in the country for investment, which is playing a major role in realizing the dream of ‘Digital India’. Minister Mahalinga said that Odisha has created a unique identity for itself in the semiconductor industry.

On this occasion, HCL Technology Group Chairperson Roshni Nadar Malhotra said that HCL is fully prepared to invest in Odisha. Expressing gratitude for the support of the Odisha government, she said that inspired by the blessings of Lord Jagannath and the visionary thinking of Chief Minister Mohan Charan Majhi, HCL is going to start its upcoming investment plan in the state. The recently successfully organized AI Summit in Odisha has proved that the state is fully capable and ready to work in the field of artificial intelligence-based technologies. On this occasion, she announced the establishment of a dedicated ‘AI Park’ in Odisha and said that it will prove to be a major milestone in the journey of Artificial Intelligence.

The signing ceremony was attended by Additional Chief Secretary of the Department, Habib Kumar Deb, CEO and Managing Director of HCLTech, C. Vijayakumar, CEO of Sarvham AI, Pratyush Kumar, eminent personalities from the world of industry and education, and senior officials of the Odisha Government.
