Press Council Of India Guidelines: Press Council Issues New Guidelines For Journalists Prioritizing Safety & Ethical Reporting

The Press Council of India (PCI) has taken serious note of the highly concerning incidents that occurred during the coverage of a protest in the national capital, Delhi, on October 10, where several journalists were injured and detained by the police. The PCI has issued a set of guidelines aimed at ensuring the safety of media representatives and creating a more secure environment for them to perform their professional duties.

These guidelines were adopted during a meeting of the PCI held on October 14 and have now been formally issued. The Council stated that the primary objective of these guidelines is to support journalists in successfully carrying out their professional responsibilities. Journalists should prioritize their personal safety, engage in responsible reporting, and maintain good coordination with the police and the administration. They should remain in contact with their respective offices. It is advised that they refrain from any actions that could incite the situation or demonstrate support for any side at the site of a protest or agitation.

According to the guidelines, all journalists must carry valid identification cards—issued either by their respective media organizations or by the PIB/DIP—and ensure that these are clearly visible. While covering agitations, journalists are expected to remain completely neutral and professional. They must avoid participating in protests, taking sides, inciting tension, or interfering with the duties of the protesters or the police. In tense situations, it is advised to comply with lawful police instructions. If the situation becomes tense or police action is anticipated, journalists should maintain a safe distance.
